SUPPORT EMS REDESIGN LEGISLATION

The NJ legislature is considering two identical bills (one in the Senate and another in the Assembly) that will redesign the way NJ EMS operates.  After the 2007 EMS Study revealed serious shortcomings in NJ's EMS system, recommendations were prepared by a committee of industry stakeholders.   Participants on the redesign committee included:

NJ American College of Emergency Physicians     Medical Transportation Association of NJ     NJ State First Aid Council
NJ League of Municipalities   Mobile Intensive Care Unit Advisory Council     JemSTAR
Governor's EMS for Children Advisory Council     St. Barnabas Medical Center Burn Center   NJ Poison Information & Ed System
EMT Training Fund Council   NJ Trauma Council   NJ Hospital Association
NJ Office of Emergency Management /
  EMS Coordinators
Large BLS and ALS Provider (Suburban)   Legal Counsel
Communications Committee   Firefighters Association   NJ Career Fire Chiefs Association
NJ State Police   NJ Association of Paramedic Programs   NJ Office of Highway Traffic Safety
Large BLS and ALS Provider (Urban)   NJ Office of Emergency Telecommunications   Emergency Nurses Association
NJ Dept of Health & Senior Services   NJ DHSS, Office of EMS   Individual EMS Physician
Individual Public Member   Individual Volunteer EMT   Individual Career Private EMT
    Individual Paramedic

The bills (S818 and A2095) are the product of the committee's recommendations.
Among other things, the bill calls for:

- New regulation models for BLS and ALS services

- Licensing of EMTs and Paramedics

- New liability immunity for EMS providers rending emergency care

- Increased funding for the EMT Training Fund

- Expansion of EMT Training Fund to cover all EMTs

- Establishment of an EMAC committee that will facilitate changes to regulations and provider scopes of practice

NJEMSEA believes the redesign bills are good for NJ EMS, and urges you to support them!
